Warwick and Stratford propose joint waste contract

Warwick and Stratford-upon-Avon district councils have proposed combining their waste collections under one contract serving 126,000 households.

The councils say their current contracts finish at roughly the same time, which presents an opportunity to review procuring a combined service across the whole of South Warwickshire.

Currently, Suez provides Warwick’s collection service, while Biffa serves Stratford-upon-Avon.

Andrew Day, the leader of Warwick district council, said: “Working together we can enhance our waste management services. We’re keen to get a good value contract, but also to create a service that makes it easier to do the right thing for our environment.

“Focused on the future of South Warwickshire, we’ve joined forces to help shape a more sustainable way of life that will benefit us all.”

Management roles in ICT and neighbourhood services are already shared across the two councils.

“This provides an ideal opportunity to demonstrate how working together can deliver real and substantial benefits for the residents of South Warwickshire.”

Options

Stratford and Warwick District Councillors will consider several options for the new waste collection contract at their respective council meetings, in Stratford on 9 November and in Warwick on 18 November. These options will cover:

  • The impact of not changing the current waste collection contracts
  • Moving to a three-weekly collection of residual waste to encourage further recycling
  • Investigating the introduction of a separate food waste collection

A new contract would focus on achieving environmental and financial benefits, encouraging residents to increase their household recycling, reducing residual waste and reducing the cost of treating and disposing of waste, Warwick district council says.

The local authority suggested it would also support the ambition of both councils to achieve carbon-neutral status for their districts by 2030.

Warwick

Suez has provided waste collection services for Warwick district council since 2008 and retained the contract in April 2013. Its current deal expires in March 2021 and is worth around £2.1 million a year.

In the 2018/19 financial year Warwick district council had a recycling rate of 53.7%. This is higher than the national average of 45.1%.

Stratford-upon-Avon

Stratford-on-Avon district council, in partnership with Biffa Municipal Limited, provides a fortnightly refuse, dry recycling and garden/food waste collection service to all households across the district.

The local authority’s current contract with Biffa expires on 30 July 2022 and is worth around £3.6 million a year. This contract began in August 2015 (see letsrecycle.com story).

In the 2018/19 financial year Stratford-upon-Avon had a recycling rate of 59.6%.
