EA rejects Newcastle landfill permit transfer

The Environment Agency has rejected a request to transfer the environment permit for Blaydon Quarry landfill in Newcastle to a different operator, Recyclogical.

Current operator Octagon Green Solutions was refused permission to make the change after making the request to transfer the site to Recyclogical earlier this year.

This month, the Agency reported that it was informed that the site in Gateshead had been taken over by Recyclogical in April 2017.

And the Agency pointed out that Recyclogical was formed in November 2016 and registered to a “residential address” in Leamington Spa.

In a notice issued by the Agency, it said: “This application has been assessed by our national permitting service with input from staff locally. This assessment has now been completed and we have decided that the permit transfer application be refused.

“This is because we did not have confidence that permit compliance could be achieved.”

According to Companies House records, the director of Octagon is Kevin John Wanless and the director of Recyclogical is Patrick Joseph Hughes.  Recyclogical’s nature of business is registered as collection of non-hazardous waste. Octagon Green Solutions has been contacted for a comment.

A spokesperson from Gateshead Council said: “We were aware of the Environment Agency’s refusal, and we will be watching developments with interest.”

Odour

In 2015 and 2016, Blaydon Quarry made headlines after complaints from local residents over odour claimed to be coming from the site.

On Octagon’s website, the company reported it was “fully aware of recent concerns from residents regarding odours” and said that it had improved internal monitoring systems, capped waste cells and drilled additional extraction wells.

Blaydon Quarry previously operated as a sand and gravel quarry for more than 20 years, and was acquired by Octagon in 2013. Planning permission from Gateshead council allows extraction and landfilling with household waste until 2026.
