Deep Sagar to succeed Phil Conran as ACP chair

Deep Sagar, has been appointed as the new Chair of the government’s Advisory Committee on Packaging (ACP). 

Mr Sagar, 61, takes up the post this month succeeding Phil Conran, who has served as ACP chair for more than five years.

His appointment, announced by the Department for Environment, Food and Rural Affairs, comes at a crucial time for the packaging and recycling sector as government shapes its thinking on extended producer responsibility.

A management consultant, Mr Sagar has held numerous trustee, chairmanship and other posts in recent years.

However, while the new ACP chair has a wide-range of experience, Mr Sagar is thought to be bringing fresh input to the committee as he appears not to have been in the packaging and recycling sector directly in recent years. He has specialised in non-executive roles, particularly in the social services, health and justice arena across the UK.

Defra noted that Mr Sagar had held “senior management roles for Coca-Cola and Unilever”, although the Department gave no dates. Defra’s reference to Unilever is thought to refer to Mr Sagar’s work at BestFoods which was acquired by Unilever in 2000. He was in these posts from 1981-2001.

Defra added that Mr Sagar has a “broad range of experience as an independent chair in non-executive roles in the public sector. His experience will help provide strategic direction to the Committee as it continues to advise Defra and the Devolved Administrations on reform of the packaging producer responsibility system, as well as ensuring that the continued functioning of the current system.”

The Department also said that it would like to “extend its gratitude to the outgoing Chair, Phil Conran, who stands down later this month having served as the ACP Chair for over five years. Under his leadership, the ACP has played a pivotal role in advising government on the operation of the current system and in developing its proposals for a reformed packaging producer responsibility system.”

Mr Conran said: “My thanks to Defra for their kind words. The main message that I would like to convey is that the members of the committee have worked very hard and without their support the ACP wouldn’t have been able to deliver all the things which we have achieved.

“The committee has had an important technical role and enagement at official levels and as we have tried to ensure that the existing system continue to operate well while helping to develop the changes required for EPR. It has also  been a pleasure to work with officials from Defra, the Agencies and the Devolved Administrations.

Mr Conran had succeeded waste expert Bob Lisney from Hampshire county council who in turn took over from John Turner of packaging compliance scheme Valpak in 2009. Mr Turner had succeeded Sir Peter Parker in 2002 who became the first chairman of the ACP in around 1998.

Mr Sagar has long experience of committees and organisations. He is recorded as a management consultant by some of the bodies to which he has been appointed and has chaired Flood Risk Management Wales and the Leasehold Advisory Service. From 2004-2006 he was Director of the Glasgow Employer Coalition.

He sat as a member of Employment Tribunals from 2005.

In 2011 he was appointed as chair of the Social Security Advisory Committee (see Parliamentary report) and in July 2011, Mr Sagar was reappointed as a Commissioner for the National Lottery

He was appointed by the Department of Education as the new Chair of the Information Standards Board for Education, Skills and Children’s Services, England for a period of 2 years from 18 February 2013.

His leadership role at Coca-Cola was highlighted when he was appointed as a member of the Warrenpoint Harbour Authority in 2016.

In March 2019 Mr Sagar was announced as non-executive chair of the Northern Ireland South Eastern Health and Social Care Trust for a maximum period of four years. The post involves a time commitment of three days a week with annual remuneration of £30,618.

He is also a board member of the Children and Family Court Advisory and Support Service which represents children in family court cases in England. The CAFCASS states that Mr Sagar’s present roles “include Chair of NHS Continuing Care Review Panels and Board Member of Legal Aid Agency. Previously he held roles such as Chair of G3 (Inspiring Individuals) and Turnstone Support and Non-Executive Director of HM Inspectorate of Education.”

Mr Sagar is also an Advisory member of the Commission and Chair of the Audit & Risk Assurance Committee of the Local Government and Social Care Ombudsman, and has been on the National Police Chiefs Council.
